Fossil-fuel electricity generation has a variety of harmful impacts on the environment and human health. Air pollution is the most significant impact of fossil power generation on health. This study with employing SIMPACTS-2, applies the impact pathway approach to estimate the health impacts and costs caused by air pollution of the Montazer-Qaem thermal power plant in 2011-2016 period. The results show that by removing fuel-oil and increasing the share of natural gas, the total health cost decreases from 164.9 million in 2011 to 36.4 million in 2016 (USD year 2000). During this period, the health cost per generated electricity varies from 18.1 to 4.2 USD/MWh. The low qualities of fossil fuel and high population density around the power plant have been the main factors of the high health damage costs. The health external costs can be reduced through fuel improvements. Internalizing the external costs into the price of electricity can show the true costs of fossil electricity. With regard to the ever-increasing need for energy in current societies to satisfy various requirements, scientists and researchers from different countries, such as Iran, have a basic approach in their agenda to achieve renewable energies. The scientists believe that with regard to the limited fossil fuels and their environmental pollutions, renewable and clean energies can be the first alternative to generate energy. Our country, Iran, has numerous capabilities in the field of generating new and renewable energies. This fact emphasizes the need for an optimum model to develop the use of renewable energies. In line with this objective the costfunction is chosenas the objective function. Given the potential and limits ofrenewable energy (resources Limited), Consumptionof electricpowerin each of16regions (apply Limited) confidencelimits of renewable energy (technical limitations), the model was designed and with use Robust optimization model was solved in LINGO software.The optimum of using renewable energies suggests the 36.71% generation of small hydropower energy, 18.22% wind energy, 17.19% biomass energy, 13.43% geothermal energy, 12.53% tidal energy, and 1% solar energy.

Due to the growing demand for electricity it is inevitable to have new power plants. Given the large share of electricity production in thermal power plants, construction of gas burning power plants have particular importance. Because of the high construction cost of the new plants, it is advisable to start with improvement of the efficiency in the existing and plates. One important index in electricity industry, is the efficiency of power plants which concerns all the powerplants in the world. In order to increase it as much as possible, and reduce the loss of energy to a reasonable degree, this paper examined the performance impact of plant life and obtained 0.07 of electricity coefficient for the variable. We also examined other factors related to efficiency. Among the factors influencing efficiency of this type of power plants, the cost of fuel and average plant life and volume of production of electricity were also important. In this study a panel data from 34 gasplants in Iran was used for a period of 4 years (2008-2011).
